I am writing to demand you support S.1241/H.R.2548, the Sanctioning Russia Act of 2025, in its original, strong form and reject White House attempts to gut it. The White House is pressuring Congress to change mandatory "shall" language to optional "may" language and insert waivers that would make sanctions discretionary. This would render the bill meaningless.
Trump has repeatedly made empty threats about Russia sanctions and never followed through once. We cannot trust an administration with a track record of hollow promises to enforce sanctions when it matters. Congress must act decisively where the White House has failed.
Keep the Bill Strong:
Mandatory enforcement works: Changing "shall" to "may" guts the bill and gives Trump permission to ignore Congressional intent, just like his previous empty threats.
Economic pressure: The 500% tariff on countries buying Russian oil will actually hurt Russia's war machine, unlike meaningless threats.
Congressional authority: Congress has constitutional power over foreign commerce - don't hand it to an administration that refuses to act.
Ukraine needs reliable allies: Our allies deserve mandatory support, not empty promises that change with political winds.
Russia understands strength: Putin only responds to firm action, not discretionary measures he knows won't be enforced.
Russia is brutally attacking Ukraine while Trump makes excuses and empty threats. It's time for Congress to lead where the administration won't.
Vote YES on the strong Sanctioning Russia Act of 2025 (S.1241/H.R.2548) with mandatory enforcement. Vote NO on any watered-down version with discretionary language.
