This vague definition of material support leaves the door open for abuse by authoritarian regimes to target political opponents and silence voices that express viewpoints the government dislikes. History has shown the government's track record of discriminatory material support investigations and prosecutions disproportionately targeting Muslims, charities, and civil society groups in the post-9/11 era. Enacting H.R. 9495 would only exacerbate this pattern of overreach and injustice. Rather than keeping us safe, this bill endangers core democratic values by enabling the potential criminalization of political advocacy and civic engagement. As an elected representative, you have a responsibility to uphold the constitutional rights of your constituents, including freedom of speech and freedom of association. Rejecting H.R. 9495 is a necessary step to protect these fundamental liberties and prevent the further erosion of civil rights under the false pretense of security.
