HB 677 / SB 402 would provide a practical, common-sense fix to a growing problem in Virginia’s housing market: insurance decisions that derail transactions or destabilize homeowners solely because a roof hits an age threshold, even when it’s still serviceable.
I work with buyers and sellers, and we’re seeing more situations where coverage can’t be bound, a policy is nonrenewed, or premiums jump late in the process based largely on roof age. That creates last-minute renegotiations, delays, and sometimes failed contracts. It hurts families trying to move, sellers who have already made plans, and the overall stability of the market.
These bills strike a reasonable balance. Insurers can still underwrite risk and price policies appropriately, but homeowners and buyers should have a fair path to prove roof age or obtain an inspection that reflects remaining useful life. Decisions should be based on documented facts and actual condition, not a blanket cutoff that ignores reality on the ground.
I also support the consumer protections related to roofing contractors included in these bills. They help discourage claim-chasing and high-pressure tactics that can push homeowners into unnecessary or inflated work, especially following emergencies.
