As a constituent concerned with the long-term strategic interests and independent decision-making of the United States, I am writing to urge you to oppose Section 224 of the Fiscal Year 2027 National Defense Authorization Act (NDAA).
The "United States-Israel Defense Technology Cooperation Initiative" represents a significant shift in our defense procurement policy. By directing the Department of Defense to designate an Executive Agent to synchronize and deeply integrate our research, development, and industrial bases, this provision risks tying American national security priorities to the policy decisions of a foreign government. While I support robust diplomatic and security cooperation with allies, this proposal goes too far by creating an institutional framework that could entrench our defense industrial base with foreign interests in a manner that is difficult to reverse.
My concerns are twofold:
1. Strategic Autonomy and Supply Chain Security: The United States must maintain absolute control over its military and industrial priorities. We should avoid initiatives that institutionalize the integration of foreign-manufactured technology into U.S. programs of record, which limits our ability to act independently and compromises our long-term supply chain sovereignty.
2. Accountability and Oversight: This provision seeks to accelerate technology transitions into U.S. procurement pathways in a way that could bypass standard departmental oversight and public scrutiny. When it comes to sensitive, cutting-edge fields like AI, quantum computing, and autonomous systems, the U.S. government must ensure that
American interests remain the sole priority, free from the influence of external political agendas.
The current volatile geopolitical climate demands that we be more—not less—cautious about how we formalize our military and industrial dependencies. I ask you to prioritize American strategic autonomy and vote to strike Section 224 from the final NDAA to protect the independence of our defense sector.
