Congress must enforce the 1974 Impoundment Control Act

To: Rep. Crane, Sen. Kelly, Sen. Gallego

From: A constituent in Kearny, AZ

June 2

Congress must reaffirm its authority over federal spending and reject attempts by the executive branch to impound or rescind funds appropriated by Congress. The Constitution grants Congress the power of the purse, a crucial check on the president's power. Allowing the executive to unilaterally withhold funds would undermine this balance and Congress' institutional role in determining national priorities through the budgeting process. Protecting legislative prerogatives on spending is vital for maintaining our system of separated powers and democratic accountability. Congress should use its oversight authority to reassert control over appropriated funds.
