Subject Line: Demand Corporate Accountability for Democratic Governance RE: Corporate Accountability for Democratic Governance Act A new governance analysis reveals systematic corporate complicity in mass atrocities. Using the same methodology political scientists use to evaluate governments, the GBPE (Governance, Behavior, Policy, Extraction) Framework scored major tech corporations across 10 dimensions of accountability. The findings are damning: Meta scores 1.8/10—the lowest in our analysis—classified as "Authoritarian Consolidation." The UN Fact-Finding Mission found Facebook played a "determining" and "significant" role in Myanmar's Rohingya genocide, where algorithms amplified hate speech targeting over 10,000 victims. Meta knew about the problem in 2015 but took inadequate action. The company has since repeated this pattern in Ethiopia and India. Palantir scores 2.6/10, also "Authoritarian Consolidation." The company holds $257 million in ICE contracts enabling family separations, and announced a "strategic partnership" with Israel's Ministry of Defense during an active genocide. The UN Special Rapporteur found "reasonable grounds" that Palantir's Lavender AI system—which assigned "threat scores" to 37,000+ Palestinians with a 10% accepted error rate—risks complicity in war crimes. Both companies maintain anti-democratic governance structures that make accountability impossible. Meta's Zuckerberg controls 58-61% of voting power with only 13.6% economic ownership. Palantir's founders control 49.999999% of votes in perpetuity with no sunset provision. Shareholder proposals for human rights oversight at Meta received 76% independent support but were defeated by Zuckerberg's control vote. The pattern is clear: Corporate governance failures enable atrocities. The same structures that permit worker exploitation enable mass violence. Companies maintain progressive branding while profiting from surveillance technology, forced labor supply chains, and complicity in genocide. The United States has no federal corporate accountability framework comparable to the EU's Corporate Sustainability Due Diligence Directive. We lack mandatory human rights audits, political spending transparency, and stakeholder representation requirements that 27 European countries have already implemented. We demand Congress pass comprehensive corporate accountability legislation including: 1. Mandatory Political Spending Disclosure All corporations must disclose political donations, lobbying expenditures, and trade association memberships. Corporate boards must approve political spending with 75% supermajority, with full transparency to shareholders and the public. 2. Stakeholder Representation Requirements Companies with over $1 billion in annual revenue must include worker-elected representatives and community stakeholders on corporate boards (minimum 40% board seats). Workers deserve democratic governance in the institutions that control their livelihoods. 3. Mandatory Human Rights Due Diligence Annual supply chain audits for forced labor, environmental violations, and human rights abuses, with public reporting and civil liability. Companies operating in countries committing mass atrocities must demonstrate they are not enabling violence through technology, operations, or financial relationships. 4. Stronger Worker Organizing Protections Meaningful penalties for retaliation against workers who organize, report violations, or demand accountability. Safe channels for workers to challenge corporate decisions without fear of termination, deportation, or blacklisting. Corporate power rivals government power—it's time for democratic accountability. Full framework and evidence: https://tiffmryan.com/corporate-gbpe/ We call on Congress to introduce and pass the Corporate Accountability for Democratic Governance Act.
