Computer algorithms, driven by large learning models, present one of the greatest technological leaps of our age, with gargantuan potential to influence American lives. As such, this technology also creates a massive opportunity for abuse by bad actors, bot domestic and foreign, to perpetrate fraud, disinformation, and other forms of harm against innocent citizens. It is imperative that our government pursue all available routes to mitigate the incredible amount of harm that this technology can potentially cause. Yet, the House Energy & Commerce Committee, in a blatant attack on states' rights, advanced a 10-year moratorium on state legislation that could regulate AI as part of the current budget reconciliation. The danger that this addition poses is almost incalculable, and it must be halted as soon as possible. By limiting our ability to regulate against new and developing forms of AI threat, we could be subject to any number of digital hazards without sufficient legal framework by which to curtail them. As an organization of, by, and for the people, it is essential and necessary that our government preserve all possible means to control our own environment, in both the physical and digital worlds, and simultaneously at the local, state, and federal level.
