I am writing to express my serious concern regarding the actions and statements of Office of Management and Budget Director Russell Vought.
Recent reporting and congressional testimony make it clear that Mr. Vought is actively defending the use of impoundments, deliberately withholding or delaying funds that have already been approved by Congress. Multiple instances of these actions have already been flagged as violations by the Government Accountability Office. This is not a minor policy disagreement. It is a direct challenge to the constitutional authority of Congress over federal spending.
Even more troubling, Mr. Vought has openly suggested that limits on this behavior may be unconstitutional, effectively asserting that the executive branch can override Congress when it sees fit. That is not fiscal responsibility. It is an erosion of the rule of law.
At the same time, the administration is proposing sweeping cuts to non defense programs that millions of Americans rely on, while dramatically increasing defense spending. These decisions will have real consequences for public services, scientific research, and vulnerable communities.
