I am writing as a Pennsylvania constituent to demand immediate congressional oversight following the fatal shooting of a civilian by federal immigration agents in Minneapolis on January 24, 2026. A man was killed during a federal enforcement operation carried out by DHS personnel. Video and eyewitness accounts raise serious concerns about the use of force, escalation, and decision-making during the encounter. This is not an abstract policy debate — it is a loss of life at the hands of federal officers operating in a U.S. city. When lethal force is used by federal agents, especially outside traditional law-enforcement contexts, accountability cannot be left to internal review. The executive branch cannot be permitted to investigate itself when its own personnel are involved in a civilian death. That approach undermines public trust and fails the constitutional role of congressional oversight. This incident is particularly alarming given the broader pattern of aggressive, militarized federal immigration enforcement and the erosion of clear lines between federal authority and local accountability. Congress has both the authority and the obligation to intervene when constitutional rights and human life are at stake. I am asking not for statements, but for specific oversight actions. Will you publicly support an independent investigation outside the Department of Homeland Security and executive branch control into this shooting? Will you support subpoenas for all body-worn camera footage, radio communications, use-of-force directives, and after-action reports related to the incident? And will you support public hearings to examine the rules of engagement, training, and oversight governing federal immigration enforcement operations? If you do not support these actions, I ask that you explain why Congress should accept executive self-investigation in matters involving loss of life and potential constitutional violations. Federal law enforcement must operate under clear limits, transparent accountability, and respect for life. When those limits are crossed, Congress must act. I urge you to fulfill your constitutional responsibility and ensure this death is investigated independently, thoroughly, and publicly.
