I am writing to urge you to push for immediate military and financial aid to Ukraine and to insist that this administration unequivocally support Ukraine's sovereignty within its pre-2014 borders. The United States made commitments under the 1994 Budapest Memorandum when Ukraine surrendered its nuclear arsenal in exchange for security assurances. We are obligated to honor that agreement.
Russia launched 297 drones and nearly 50 missiles at Ukraine on Sunday, just two days before the fourth anniversary of Putin's full-scale invasion. The assault flattened a residential house in the Kyiv suburb of Sofiivska Borshchahivka, killed one person, and wounded a dozen others including four children. More than half a million people in Kyiv remain without power as Russia systematically targets energy infrastructure during the coldest winter in years, with temperatures dropping to -22C.
These attacks continued despite US-brokered talks in Geneva last week. Putin is demanding that Ukraine cede territory in eastern Donbas that Russian forces have failed to fully conquer. This is a transparent stalling tactic. Putin has a documented history of violating agreements, and there is no reason to believe he will honor any ceasefire or peace deal. After four years of war, Russia has lost 1.2 million soldiers killed or injured yet continues advancing, occupying close to a fifth of Ukrainian territory.
Congress must not be complicit in abandoning Ukraine while Putin uses negotiations as cover for continued aggression. Ukrainian forces recently recaptured 116 square miles in Zaporizhzhia oblast, demonstrating that with adequate support, Ukraine can defend itself and reclaim occupied territory. President Zelenskyy stated clearly that Ukraine is "definitely not losing" and that victory remains the goal.
I urge you to advocate loudly for full military and financial support for Ukraine, to reject any peace framework that legitimizes territorial theft, and to hold this administration accountable for standing firmly with Ukraine. Our credibility as a guarantor of international security depends on it.
