Assembly bill 1043 does not protect children, it just puts a stick in the wheels of the economy. Politicians should not write laws about things they do not understand. An operating system is the code that runs machines -- including virtual machines. Including the machines in data centers. Including automations that keep the internet running. Now they all have to verify age at initialization? Don't be surprised when the systems you rely on start breaking for no reason one day.
