The recent World Health Organization declaration of a global health emergency regarding the Ebola outbreak in the Democratic Republic of Congo and Uganda is a direct consequence of an administration abandoning its statutory obligations. By unilaterally freezing and dismantling United States Agency for International Development (USAID) funding, the executive branch deliberately destroyed decades of epidemiological surveillance infrastructure.
This is not a disagreement over foreign policy; it is a documented failure of institutional competency that actively endangers American citizens. Reports confirm the virus circulated undetected for up to eight weeks due to these sudden funding disruptions, and Americans are now among the hundreds of suspected cases.
Furthermore, the executive branch's initial withholding of these appropriated funds is a direct violation of the Impoundment Control Act. Allowing the administration to unilaterally bypass the Article I power of the purse sets a dangerous precedent that undermines the foundation of the Rule of Law.
