Grant Ukraine a License to Produce Patriot Interceptors

Approve Ukraine's request for a domestic Patriot interceptor production license. Zelenskyy has formally asked the White House and Congress for this, and the case is straightforward: the West produces roughly 60–65 anti-ballistic missiles per month while Russia keeps scaling up its own production. Ukraine received only 600 Patriot interceptors over four years of war. Russia fired more than that against us in three days during the Iran conflict alone. The U.S. stockpile problem makes this more urgent, not less. Between 1,060 and 1,430 Patriot interceptors were expended during Operation Epic Fury, and CSIS projects U.S. stocks won't recover to pre-war levels until mid-2029. Even with Lockheed Martin ramping PAC-3 MSE production toward 2,000 units per year by 2030, there simply isn't enough supply to replenish U.S. reserves, fulfill 17 allied orders, and adequately arm Ukraine. A Ukrainian production license solves part of that equation. Poland just received preliminary approval for the same thing. Japan has held such a license for years. There is no principled reason to deny Ukraine the same capability when its cities are being hit by Iskander and Kinzhal missiles that Patriots are proven to stop.
