Oppose Unauthorized War in Iran and Uphold Congressional Authority

To: Sen. McCormick, Sen. Fetterman, Rep. Houlahan

From: A constituent in Reading, PA

March 2

I am writing as a Pennsylvania constituent to strongly oppose the ongoing military conflict in Iran and to insist that any further U.S. military action must be subject to full congressional authorization, not unilateral executive decision‑making. Recent U.S. and allied strikes in Iran have escalated hostilities without clear evidence of an imminent threat to the United States, and without prior approval from Congress as required under the Constitution and the War Powers Resolution. Article I of the Constitution grants Congress — not the President alone — the power to declare war. The recent attacks were authorized without that approval, bypassing a foundational safeguard of our constitutional system. Many lawmakers have expressed concern that the administration has acted without a defined legal or strategic justification and without a clear mandate from Congress. This conflict carries grave consequences: • It risks widening into a prolonged war in the Middle East, with unpredictable regional and global fallout. • It has already resulted in loss of life and military casualties, and could cost even more American blood and treasure. • It contributes to financial instability, threatens energy markets, and distracts from urgent domestic issues like infrastructure, public health, and economic security. • Public support for open‑ended conflict is limited, and many Americans are wary of fresh military engagements so soon after previous wars. The people and their representatives should decide whether war is necessary. Congress has already taken steps — including proposed war powers resolutions — aimed at reasserting its authority and requiring that any further hostilities be explicitly authorized by law. I ask you to commit to the following: • Will you oppose any continuing or expanded military operations in Iran that lack explicit congressional authorization? • Will you support a formal vote on a war powers resolution affirming that only Congress may authorize sustained military action? • Will you demand a detailed public explanation of the strategic goals, legal basis, and anticipated costs — human, economic, and diplomatic — of current and future operations? • Will you work to ensure that U.S. foreign policy prioritizes diplomacy, de‑escalation, and international law over unilateral military action? War must never be undertaken lightly, and never without the express consent of the people’s representatives. The Constitution is not optional, and neither are the lives of those we send into harm’s way. Pennsylvanians deserve foreign policy that upholds our laws, protects our citizens, and reflects the will of the people.
