I am writing about the administration's reported threat to cut off intelligence sharing with Ukraine unless Kyiv stops striking Russian energy infrastructure.
On Monday night, Russia launched a ballistic missile strike on Kyiv. President Zelenskyy says Ukraine received no advance warning from its partners.
The President says intelligence is still flowing. The White House press office could not confirm either way.
Those two things cannot both be true, and the American people deserve to know which one is.
This is not the first time.
In March 2025, the administration paused intelligence sharing after the Oval Office confrontation.
In 2022, a private contractor reportedly cut Starlink service over Ukrainian territory in the middle of a counteroffensive.
Each time, the decision benefited Moscow and cost Ukraine.
Each time, it was made by one or two people without accountability to Congress.
Intelligence that warns civilians of incoming missiles should never be used as leverage to protect Russian oil revenue.
Doing so tells every ally that American commitments last only as long as one man's mood.
I am asking you to:
• Publicly demand a clear answer on whether intelligence sharing with Ukraine has been restricted, and since when
• Support oversight hearings on the use of intelligence as coercive leverage against allies
• Back legislation that limits the ability of any single official or private contractor to cut off critical battlefield or warning systems for an ally without congressional notification.
Russia has been this country's adversary for most of a century.
I expect my representatives to act like it.
Signed,
A voting constituent
