I am writing to ask you to cosponsor the Fair Representation Act (H.R. 4632). Five members have signed on already, including Scott Peters in CA-50. Start with the gap between what Americans want and what Congress does. The Program for Public Consultation surveyed 3,709 Americans this spring and identified 112 policies where majorities of both Republicans and Democrats agree. On 88 of them, more than two-thirds of both parties agree. Almost none of it moves. That is not a failure of persuasion, and it is not something a better argument fixes. It is the system. Under winner-take-all, most seats are effectively decided in a low-turnout primary, so the electorate a member answers to is a narrow slice rather than the district. Broad public agreement has no path to a floor vote because almost nobody’s seat depends on delivering it. Members who want to legislate on the merits are taxed for it, constantly, by a structure nobody designed and everybody is stuck inside. The payoff is colleagues. You would be legislating alongside people who are answerable to actual voters instead of to donors and primary electorates, which means those 88 policies become bills that pass rather than bills that die in committee. This reform is how you win more. I ask you to: • Cosponsor H.R. 4632. • Raise it within the California delegation, starting with Rep. Peters. • State publicly that you oppose mid-decade redistricting regardless of which party benefits. • Press for a Judiciary Committee hearing this session.
