Leveraging the Judgment Fund to bypass the congressional appropriations process is a direct assault on the power of the purse. This is a profound failure of institutional competency and an abdication of the rule of law. I urge you to exercise your Article I authority immediately by taking the following actions: 1. Sponsor legislation or seek an emergency injunction to freeze the $1.8 billion transfer. 2. Initiate formal oversight hearings, including an investigation into Acting Attorney General Todd Blanche, regarding the misappropriation of the Judgment Fund under 31 U.S.C. Section 1304. 3.
