The President NOR HIS CABINET NOR THE SPEAKER OF THE HOUSE NOR ANY CONGRESSIONAL MINORITY have any LEGAL authority to circumvent or undermine that law. SO GET TO WORK AND NEGOTIATE, ALREADY.
