Request to Oppose and Block National Security Presidential Memorandum-7 (NSPM-7)
To: Sen. Padilla, Sen. Schiff, Rep. Peters
From: A constituent in La Jolla, CA
October 11, 2025
I am writing as your constituent to urge you to use every tool at your disposal—including legislative action, appropriations oversight, and public condemnation—to oppose and demand the immediate rescission of National Security Presidential Memorandum-7 (NSPM-7) on "Countering Domestic Terrorism and Organized Political Violence."
While the stated goal of countering violence is laudable, the language, scope, and implementation directives within NSPM-7 pose a grave and immediate threat to fundamental First Amendment rights and risk institutionalizing the investigation of political dissent under the guise of national security. As civil liberties groups have pointed out, the memorandum dangerously conflates protected speech and advocacy with criminal activity.
NSPM-7 requires federal agencies to identify and disrupt "networks, entities, and organizations" based on broad, ideological markers such as "anti-capitalism," "anti-Americanism," and "hostility toward those who hold traditional American views on family, religion, and morality." This vague, politically charged language is a blueprint for the weaponization of federal law enforcement and regulatory power against political critics.
By directing the FBI's Joint Terrorism Task Forces (JTTFs), the Treasury Department, and the IRS to investigate nonprofits, activists, and their funders, this directive is designed to create a massive chilling effect on free speech and assembly. The mere threat of losing tax-exempt status or facing a federal terrorism investigation is enough to silence groups engaged in crucial social justice and environmental advocacy.
This represents a dangerous expansion of state surveillance and investigation powers, which will inevitably be used to target political opposition and create the infrastructure of a domestic surveillance regime—a step toward a police state where political thought, not criminal action, is the subject of government scrutiny.
I implore you to stand up for the constitutional principle that political dissent is the foundation of a free democracy, not a form of domestic terrorism. Please publicly reject NSPM-7, challenge its legitimacy, and work to block any funding allocated for its implementation.
Thank you for your attention to this critical matter.
