I am writing as your constituent to urge you to take immediate action to bring Immigration and Customs Enforcement (ICE) under control before any additional funding is made available to the agency. Recent events, including the tragic deaths of two U.S. citizens in Minneapolis during ICE operations, have made it abundantly clear that ICE operates without adequate oversight, accountability, or regard for constitutional rights.
I am calling on you to support legislation that requires ICE to meet the following 10 critical reform demands before receiving any further appropriations:
1. Targeted Enforcement – DHS officers cannot enter private property without a judicial warrant
2. No Masks – Prohibit ICE and immigration enforcement agents from wearing face coverings that obscure their identity
3. Require ID – Require DHS officers to display their agency, unique ID number, and last name at all times
4. Protect Sensitive Locations – Prohibit enforcement near medical facilities, schools, child-care facilities, churches, polling places, and courts
5. Stop Racial Profiling – Prohibit stops based on an individual’s location, job, spoken language, accent, race, or ethnicity
6. Body Cameras for Accountability – Require the use of body-worn cameras when interacting with the public
7. No Paramilitary Police – Regulate and standardize uniforms and equipment to prevent militarized operations
8. Transparency and Reporting – Require regular public reporting on enforcement actions, complaints, and use of force incidents
9. Independent Oversight – Establish independent oversight mechanisms with authority to investigate misconduct
10. Community Accountability – Create mechanisms for community input and accountability in ICE operations
Additionally, I urge you to support a full investigation into ICE leadership to determine who authorized the tactics that led to the deaths of American citizens and what systemic failures allowed such operations to occur.
ICE cannot continue to operate as an agency above the law. As my elected representative, I expect you to prioritize the safety and constitutional rights of all Americans by demanding these reforms before another dollar of taxpayer money funds ICE operations.
I request a written response detailing your position on these reforms and what specific actions you will take to ensure ICE accountability.
