Too much of the Environmental Quality Incentives Program’s funding goes to factory farms for manure management, while other farms can’t get EQIP funds because money runs out. Include S. 3498 (EQIP Improvement Act) in the Farm Bill to help use existing conservation dollars to help more farms instead of paying for factory farm practices.
