I strongly oppose the proposed legislation to abolish the Arkansas State Library Board and the Arkansas Educational Television Commission. These independent oversight bodies play a vital role in ensuring proper management, funding, and accountability for our public libraries and educational television programming. Public libraries are essential community institutions that promote literacy, learning, and access to information for all citizens, regardless of age or background. The State Library Board safeguards these invaluable resources by distributing state funds equitably and upholding professional standards. Its members have demonstrated a commitment to protecting intellectual freedom and access to diverse perspectives, rejecting efforts to censor materials based on individual objections. Similarly, the Educational Television Commission provides crucial oversight for Arkansas PBS, ensuring its educational programming aligns with the state's vision for improving student outcomes. Audits have identified areas for improvement, but dissolving the commission would eliminate an important layer of public oversight and accountability. Transferring authority solely to the Department of Education could undermine the independence and public stewardship of these institutions. I urge you to maintain the State Library Board and Educational Television Commission to uphold transparency, public input, and the rights of all Arkansans to access quality information and educational resources. Centralized control poses risks to intellectual freedom and public interest. Please protect these vital community assets by opposing this misguided legislation.
