Two dangerous Kansas bills would make voting inaccessible and must be rejected.
HB 2438 would require citizenship status to be displayed on state IDs, creating new barriers for eligible voters and increasing the risk of errors, confusion, and discrimination. This requirement would make it harder for many Kansans—especially seniors, students, people with disabilities, and naturalized citizens—to obtain usable identification.
HCR 5021 goes even further by rewriting the Kansas Constitution to require photo IDs with citizenship markers in order to vote. Amending the Constitution to restrict access to the ballot is extreme, unnecessary, and dangerous. It would permanently entrench voter suppression and invite unequal treatment at the polls.
Kansas elections are already secure. These measures do not solve a real problem—they create new ones by discouraging participation and silencing lawful voters. The right to vote should be expanded and protected, not conditioned on new documentation hurdles.
I urge you to oppose HB 2438 and HCR 5021 and defend the fundamental right of every eligible Kansan to vote freely and without obstruction.
