An Open Letter

To: Sen. Cantwell, Sen. Murray, Rep. DelBene

From: A verified voter in Kirkland, WA

November 6

Subject: Release Ukraine’s Patriot interceptors and aid I'm asking you to press the Pentagon and the White House to release the held Patriot interceptors and all other Ukraine aid immediately -- and to write binding delivery deadlines into December's bills. Specifically: 1 Call on Secretary Hegseth to approve every pending Patriot and NASAMS transfer now. Require a written accounting, under oath before the Armed Services Committee if needed, of which Ukraine transfers, contracts, or payments await his approval, since when, and why. 2 Make delivery deadlines and reporting requirements a condition of your vote on the December 11 funding bill and the defense authorization bill. 3 Speed delivery of the 500 PAC-3 interceptors approved for sale on October 30. They are scheduled for late 2030 to late 2033. 4 Oppose any extension of the October 16 waiver of the Graham Russia sanctions law, and press Treasury to revoke General License 135, which permits Russian diesel deals through April 2027. Allies have paid for Patriot interceptors through NATO's PURL program, but Secretary Hegseth has not signed off on a significant Patriot batch. The Pentagon and Secretary Hegseth deny a hold. Use his impeachment votes as leverage -- whatever saves innocent Ukrainians. Funding approved by Congress in December 2025 was committed only in late September 2026, just before it expired. Meanwhile, Ukraine’s Patriot launchers have sat empty for weeks. Russia knows all this and has been escalating. In October, Putin fired 21 ballistic missiles at Kyiv in three waves. November 3, Kyiv suffered its worst water outage of the war, and the sewage system has been hit repeatedly. Civilians are his target and has creating 3M refugees in Kyiv alone. Russian planning documents describe winter strikes on power, heating, water, and sewage designed to make a city the size of Chicago unlivable. Elon Musk also capped Starshield speeds in Ukraine for about 10 days in October, without notice. Musk has admitted ordering it. Please demand to know who else signed off. Trump’s Iran war has funded Russia via higher oil and gas prices totaling $35.9 billion to its seaborne export revenue in six months. That reduces the pressure on Putin to agree to a ceasefire. Please don't let Trump ease sanctions or make any more oil deals with Russia.
