Codify USAID’s Independence: Pass the Foreign Affairs Reform and Restructuring Act update to explicitly prohibit the merger of USAID into the State Department without a supermajority vote in Congress. 3.. Mandate Re-Hiring of Expert Staff: The administration has replaced 6,000 experts with a skeleton crew of 15 political appointees. Congress must mandate the reinstatement of career Foreign Service Officers to ensure aid reaches people, not dictators. 4.. Initiate Formal Censure/Impeachment Inquiry: If the President or Secretary of State continues to ignore federal court orders (such as the March 2025 ruling by Judge Amir Ali), you must initiate formal proceedings for the "usurpation of Congressional authority." The "waste, fraud, and abuse" narrative has been exposed as a pretext for an illegal power grab. While you argue in Washington, children are dying of preventable malaria and malnutrition because of an American signature.
