Why are we spending $38 BILLION on detention centers

Like most Americans, I do not support mass arrests of immigrants. ICE has shown that they cannot do their job without arresting US citizens, harassing kids, violating the sanctuary of churches and hospitals, killing Americans, or following the Constitution. It is disgusting that people have been arrested at their asylum hearings. Republicans ran on deporting the worst of the worst. I'd be delighted to see this actually be both the policy and practice as announced last week. But why are we spending $38 Billion to convert warehouses to detention centers if we are only going to target violent criminals? Please explain this policy and budget contradiction to voters and use our taxpayer dollars elsewhere.
