Rooftop solar is not responsible for spiking electricity cost in PG&E territory

I've recently read that PG&E and some state officials are blaming rooftop solar subsidies for high energy prices. For a large part, this is untrue. Our rooftop solar system exports excess electricity most days. We get compensated something like $0.02/kWh which PG&E sells to other customers for $0.50/kWh. Last year on NEM2.0, we accumulated $800 worth of credit from PG&E, and it all disappeared at the end of the NEM period. I don't see how my solar system is at fault here.
