An Open Letter

To: Gov. Newsom

From: A verified voter in Long Beach, CA

October 23, 2025

I am requesting immediate state-level review and enforcement action regarding the reopening of the California City Immigration Processing Center, now confirmed as the largest ICE detention facility in California (2,560+ beds) and operated by CoreCivic【1】【2】. Multiple verified reports state that CoreCivic began housing detainees prior to securing the required city business permit or municipal authorization【3】【4】. Simultaneously, independent observers and regional press have already documented allegations of inadequate medical care, sanitation failures, and retaliatory practices inside the facility【5】【6】. This situation gives me dejavú because it reminds me that in the early years of authoritarian regimes in the 20th century, including the rise of the Third Reich, detention facilities were quietly established in remote or economically distressed regions before full legal frameworks were formally enacted. And as you may recall infrastructure came first — oversight and accountability were forced to follow retroactively. This letter raises concern not about ideology, but about that dangerous and well-documented sequencing of state power ahead of lawful process. California must not permit that sequence on its own soil. California retains primary jurisdiction over permitting, labor enforcement, public health, CEQA compliance, and land-use legality. No federal contract negates California’s regulatory sovereignty unless the state fails to act. It appears that this facility is functioning before California has affirmed that it is lawful, safe, or in compliance. Requested State Actions: 1. Confirm whether CoreCivic is operating without full permit compliance — including CEQA review. 2. Direct immediate state-level inspection for health, labor, and safety violations. 3. If verified, order a pause on further detainee intake pending lawful compliance. 4. Affirm clearly that California does not allow private detention infrastructure to operate outside its legal authority. California’s leadership derives its strength from enforcing law before infrastructure — sovereignty before private acceleration. I urge your administration to act promptly in defense of that principle.
