Stop the weaponization of the IRS. Oppose HR 9495 and bills like it

March 15

I am writing to urge you to oppose H.R. 9495, the Stop Terror-Financing and Tax Penalties on American Hostages Act. This legislation would grant the Secretary of the Treasury unilateral authority to designate any 501(c) nonprofit organization as a "terrorist supporting organization" — without requiring the Secretary to share full evidence or reasoning for that designation. The burden of proof would fall entirely on the accused organization, which would have only 90 days to prove its innocence before losing its tax-exempt status. This is a fundamental violation of due process that should concern all Americans, not just nonprofits. The potential for abuse is serious. A designation could be made without evidence of intentional links to terrorism, without transparency about the government's reasoning, and without meaningful checks on executive power. Nonprofits — many of which provide critical services to vulnerable communities — would be left defenseless against vague and potentially politically motivated accusations. Please vote NO on H.R. 9495. The nonprofit sector is too important — and due process too foundational — to allow this legislation to move forward as written.
