Enforce the Leahy Law — Stop Using USAID to Fund Human Rights Abuses at CECOT

The United States is VIOLATING its own laws. Under the Leahy Law, the U.S. is strictly PROHIBITED from FUNDING foreign security forces or institutions credibly accused of GROSS HUMAN RIGHTS VIOLATIONS. Yet we are currently sending $6 MILLION per year in USAID funds to CECOT, El Salvador’s mega-prison—where torture, starvation, and extrajudicial abuse have been widely documented. This is NOT foreign AID . This is COMPLICITY. Where is DOGE—the Department of Government Efficiency—now? Wasn’t it created to prevent the MISUSE of taxpayer dollars? Instead, it has GUTTED oversight and ALLOWED these ILLEGAL PAYMENTS to continue unchecked. CECOT is not a partner in justice. It is a place of DISAPPEARANCE, TORTURE, and DEATH. And if U.S. tax dollars are paying to imprison individuals removed without DUE PROCESS, then YOU are personally responsible for sustaining that system. Violating the Leahy Law is not just a MORAL failure—it’s a LEGAL one. So I ask: • Will you support an IMMEDIATE SUSPENSION of all funding to CECOT? • Will you demand FULL TRANSPARENCY from USAID and the State Department? • Will you insist on the RETURN AND PROTECTION of those sent there? The courts have spoken. The law is clear. NOW it’s your move. Enforce the Leahy Law. Stop using USAID to FUND human rights ABUSES .
