Pass a State-Level Voting Rights Act This Session

To: Rep. Gervin-Hawkins, Lt. Gov. Patrick, Gov. Abbott, Sen. Gutierrez

From: A constituent in San Antonio, TX

May 1

The Supreme Court's decision in Louisiana v. Callais gutted the last meaningful protection against racially discriminatory electoral maps. Section 2 of the Voting Rights Act is now functionally unusable. I need you to pass a state-level Voting Rights Act that restores the protections the federal government has abandoned. California, New York, and Washington already have their own voting rights laws. Illinois just passed a constitutional amendment through its House that would enshrine minority representation protections. We can do the same here. A state VRA should restore effects-based protections so voters can challenge discriminatory maps without proving intent, the exact standard Congress wrote in 1982 and the Supreme Court just eliminated.
