I am writing to remind you — and the rest of Congress — of something fundamental, something enshrined in our Constitution and sacred to our democratic process: ONLY CONGRESS HAS THE POWER TO DECLARE WAR. ONLY CONGRESS. NOT THE PRESIDENT. NOT THE VICE PRESIDENT. NOT A BILLIONAIRE. ONLY CONGRESS. This is not a technicality. It is the very structure that keeps us from slipping into dictatorship, from repeating the darkest mistakes of history. Article I, Section 8, Clause 11 of the U.S. Constitution is crystal clear: Congress shall have the power “To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water.” This clause was deliberately written by the Founders to prevent unilateral action by the Executive Branch. They had just fought a revolution against a king with unchecked power and knew what could happen when one person decided to take a nation to war. Since World War II, there have been repeated attempts to sidestep this requirement through vague authorizations and executive overreach. The War Powers Resolution of 1973 was passed to rein in exactly that kind of abuse — a bipartisan recognition that Congress must reassert its constitutional role. So I ask you — not as a partisan, but as a citizen — to honor the law, uphold the Constitution, and make it clear in both word and action that Congress alone has the authority to declare war. Do not cede this power. Do not let history repeat itself. Do not let this nation drift into war without the will of the people behind it.
