I am writing to express my deep concern regarding reports of unauthorized U.S. military involvement in hostilities with Venezuela and to urge your support for legislation aimed at preventing such actions without explicit congressional approval.
I am alarmed by reports indicating that U.S. military personnel are being placed in harm’s way without proper authorization or oversight. Recent reports detail at least 83 fatalities resulting from 21 U.S. military strikes on alleged drug-trafficking vessels in the Caribbean Sea and Eastern Pacific Ocean, since operations began in September 2025. Notably, the U.S. Coast Guard has not been consistently utilized to intercept and validate these claims prior to military engagement.
To prevent further unauthorized escalation, I respectfully request your support for the following legislative initiatives:
S.J.Res. 90: A resolution led by Senator Tim Kaine (D-VA), with bipartisan support including Senator Rand Paul (R-KY).
No Unauthorized Force in Venezuela Act: Introduced by Representative Seth Moulton (D-MA), and cosponsored by Representatives Jake Auchincloss (D-MA), Chrissy Houlahan (D-PA), Jimmy Panetta (D-CA), and Eugene Vindman (D-VA).
H.Con.Res. 51: Sponsored by Representative Ilhan Omar (D-MN), with original cosponsors including Representatives Greg Casar (D-TX), Jesús "Chuy" García (D-IL), Jim McGovern (D-MA), and Ayanna Pressley (D-MA).
I believe these resolutions are crucial steps toward ensuring that military actions are conducted with the informed consent and oversight of Congress, as mandated by the Constitution.
