Support AB 1900 to Strengthen California's Economic Competitiveness

I urge you to support Assembly Bill 1900, the California Guaranteed Health Care for All Act, which would establish CalCare as a universal single-payer health care system. This legislation, introduced February 12, 2026 by Assembly Members Kalra, Bryan, Lee, Ortega, and Rogers, represents a critical opportunity to enhance California's economic competitiveness. California businesses currently shoulder enormous health insurance costs that put them at a disadvantage compared to competitors in countries with universal health care systems. By eliminating premiums, deductibles, and copayments through CalCare, AB 1900 would free businesses from the administrative burden and unpredictable costs of providing employee health benefits. This would allow companies to redirect resources toward innovation, expansion, and wage increases rather than navigating complex insurance markets. The bill's comprehensive coverage including primary care, prescription drugs, mental health services, dental, and vision care would create a healthier, more productive workforce. Workers would no longer delay necessary medical treatment due to cost concerns, reducing absenteeism and improving overall productivity. Entrepreneurs would gain freedom to start new businesses without fear of losing health coverage, spurring innovation and job creation. AB 1900 addresses administrative waste inherent in multi-payer systems by consolidating federal Medicare, Medicaid, and ACA funds into a single CalCare Trust Fund. The bill includes fiscal safeguards requiring certification that sufficient revenues exist before implementation and mandating analysis to ensure program costs can be covered within eight years. The legislation may be heard in committee starting March 15, 2026. I ask that you publicly support AB 1900 and work to advance it through the legislative process. Universal health care is not just a moral imperative but an economic necessity that will position California businesses and workers to compete effectively in the global economy.
