Oppose H.R. 5371: Demand Restrictions on Executive Overreach

To: Sen. McCormick, Sen. Fetterman

From: A constituent in Lititz, PA

October 1, 2025

I am writing to express my strong opposition to H.R. 5371, the House-passed Continuing Resolution that effectively provides another blank check to an administration that has repeatedly demonstrated a willingness to overstep its constitutional bounds. As your constituent, I urge you to vote against this resolution and instead support a federal budget that explicitly restricts executive overreach. The current administration has shown a disturbing pattern of defying Congress' constitutional authority in multiple areas. This includes implementing illegal budget rescissions, imposing unilateral tariffs that bypass legislative oversight, and deploying military forces in American cities without proper authorization. These actions not only undermine the separation of powers but also pose a direct threat to our democratic institutions and the welfare of American citizens. With the September 30th deadline for a new federal appropriations bill rapidly approaching, it is crucial that Congress reasserts its constitutional role. We cannot afford to pass a Continuing Resolution or any budget deal that fails to address these critical issues. The consequences of inaction are severe: continued erosion of congressional authority, potential economic instability due to unchecked tariffs, and the alarming precedent of using military force against American civilians. I implore you to take a stand for our constitution and the rule of law. Any budget agreement must include provisions that: 1. End illegal budget rescissions that circumvent congressional spending decisions 2. Restrict the executive's ability to impose tariffs without congressional approval 3. Prohibit the use of military forces in American cities without explicit congressional authorization By incorporating these restrictions, we can begin to restore the proper balance of power and protect our democratic institutions. The stakes are too high to allow another blank check that enables further constitutional violations. I urge you to prioritize these concerns in your negotiations and to vote against any budget deal that does not adequately address them. Our democracy depends on your commitment to upholding the constitution and protecting the rights of your constituents. Thank you for your attention to this urgent matter.
