Mistreating US Citizens

I'm not just worried about immigrants being abused or treated without due process, it's also citizens. The pastor shot on the head with a pepper ball knocking him to his knees could have blinded him. I saw a black Somalian US citizen arrested for mesrly walking down the sidewalk while black. This was in Minnesota. Outrageous. What's more these agents can be pardoned maybe? Maybe state laws can bring charges. I don't know. This autumn I flew from Dublin to USA where you can go through the USA border at the airport. There was a young man looking very anxious. I asked what was going on if he was okay. He said he couldn't sleep for 24 hours dreading and fearing crossing the border. He was a Puerto Rican, and said Spanish wasn't even his first language. However because he had a bit darker complection and was born in Puerto Rico he was fearful. This is horrendous that a US citizen should be scared of his own country. What's happening is cruel.
