Vote No on H.R. 9495 - Protect Civil Liberties

To: Sen. Merkley, Sen. Wyden, Rep. Salinas

From: A constituent in Sherwood, OR

November 19

I urge you to vote against H.R. 9495, the Stop Terror-Financing and Tax Penalties on American Hostages Act. While well-intentioned on the surface, this bill grants the Treasury Secretary sweeping and unchecked authority to strip nonprofit organizations of their tax-exempt status without due process or transparency. It provides no clear criteria for designating groups as "terrorist-supporting" and requires no evidence to justify such damaging actions against civil society organizations. This legislation poses a grave threat to free speech and democratic dissent. It could empower the incoming administration to target and silence political opponents, human rights advocates, and any group whose views clash with those in power. Revoking an organization's tax-exempt status would effectively cripple its operations, even if the designation is later overturned on appeal. Renowned civil liberties groups like the ACLU and Amnesty International have raised urgent alarms about this bill's potential for abuse and its chilling effect on civic engagement. As Rep. Ilhan Omar stated, "No one person should have the authority to silence organizations that dare to challenge government policies or speak uncomfortable truths." I implore you to stand firm against this dangerously vague and unaccountable overreach of executive power. Protecting robust civil society and the right to dissent is essential for safeguarding our democratic principles. Vote no on H.R. 9495 to uphold fundamental freedoms and due process for all.
