Oppose Birth and Death Certificate Registry for Pregnancies

To: Sen. Liston, Gov. DeWine, Rep. Somani

From: A constituent in Columbus, OH

March 31

I'm asking you to oppose any legislation that would require birth certificates for fetal heartbeats or death certificates for miscarriages and pregnancy losses. These registry requirements serve no legitimate public health purpose. They create a government surveillance system that tracks pregnancy outcomes and builds databases that could be used to investigate and prosecute people for their pregnancy decisions. Women who experience miscarriage, which happens in roughly one in four pregnancies, would be forced to navigate bureaucratic death certificate processes during an already traumatic time. This is about control, not care. Medical professionals already track pregnancy data through existing health reporting systems. Adding certificate requirements only adds paperwork that burdens families and healthcare providers while creating legal risk for pregnant people. In states where abortion is restricted, these registries become tools for monitoring and potential prosecution. Vote against any bill that mandates birth or death certificates for pregnancies that don't result in live births. Pregnancy loss is a medical event, not a legal one, and shouldn't require government paperwork.
