I need you as my elected representative to create legislation for the state of Illinois legislature that has the requirements that in a public restroom facility that contains urinal fixtures are required to be outfitted with toilet paper in order to enable and encourage the use of toilet paper to clean out residual urine from the penis after urinating along with signage that would warn people that the toilet paper should not be flushed down the urinal and I was because urinals are not built to handle toilet paper. This is a matter of public health and of changing gender norms as cleansing of the genitalia after urination is not traditionally expected of men in the western world including the United States.
