Just because you can doesn't mean you should. I'm sure you can find ways to cheat your rules and pass the full DHS funding. The Senate is considering cheating again using reconciliation when you can't (or more like won't) negotiate with the rest of Congress. And the House Republicans are simply chaos, with a convicted narcissist who doesn't care about anyone other than himself as it's only rudder. Even if you pass your bill by cheating, you still have a responsibility to reign in ICE's illegally unconstitutional policies and behavior. But, I seriously doubt you have enough balls to do what's right. Pass legislation that is good for your constituents instead of for the Bloviating Pustule in the White House.
