An Open Letter

To: Rep. Houlahan

From: A constituent in West Chester, PA

September 29, 2025

I am writing to you in regards to the current threat from the executive branch to shut down our government unless Democrats agree to ban all federal funding for transgender healthcare. The proposed legislation would be devastating for transgender and gender-expansive adults and youth across the country, prohibiting essential and lifesaving medical procedures and stripping Medicaid coverage from a population that is already vulnerable to systemic and societal risk. The bill in question goes beyond healthcare restrictions this time, also seeking to ban public buildings such as schools from flying pride flags. This highlights a critical difference between true political policy change for the good of America, and ideological crusades being undertaken by a religiously motivated dictator. These threats are already affecting care across the country. Some hospitals have already ceased providing care for LGBTQ+ youth due to administrative pressure. If allowed to continue, this trend of what really amounts to stochastic terrorism will result in increased mental health impacts and poorer quality of life for millions of Americans. I strongly urge you to stand firm against any proposals from the GOP seeking to ban care for transgender or gender-expansive individuals, regardless of their age. A government shutdown should not be used as leverage to persecute citizens based on their gender identity or sexuality. Senator Schumer has expressed hope that a shutdown can be avoided through serious negotiations. I implore you to approach these negotiations with the wellbeing of all constituents in mind, including the transgender community. Refuse any compromise that would restrict access to vital healthcare services or diminish the visibility and rights of LGBTQ+ Americans. The stakes are high, and the consequences of inaction are severe. Please use your position to ensure that federal funding for transgender healthcare remains intact, and work towards a resolution that protects the rights and health of all Americans. The lives and wellbeing of countless individuals depend on your commitment to equality and comprehensive healthcare access.
