I am writing to express my deep concern over the proposed 28-point framework agreement between Ukraine and Russia, as described by US Special Envoy Keith Kellogg. This deal, which is reportedly nearing completion, is a grave mistake that threatens not only Ukraine's sovereignty but also global security and the credibility of the United States as a reliable ally. The framework, as outlined, would force Ukraine to accept the loss of Crimea, Luhansk, and Donetsk to Russian control, reduce its armed forces, and abandon its NATO aspirations. This is tantamount to rewarding Russia's aggression and sets a dangerous precedent that could embolden other authoritarian regimes worldwide. The Trump administration's Thanksgiving ultimatum to Ukraine, demanding agreement by November 27, adds unacceptable pressure on a nation fighting for its very existence. I urge you to take immediate action to reject this proposed framework and instead support a peace plan that favors Ukraine's territorial integrity and right to self-determination. President Zelensky is working with European leaders to revise key elements of this US peace proposal, and Congress must stand in solidarity with Ukraine and our European allies in this effort. Allowing this deal to proceed would have far-reaching consequences beyond Ukraine's borders. It would signal to dictators globally that military aggression against neighboring countries can yield territorial gains and concessions from the international community. This increased likelihood of violence elsewhere in the world directly threatens US national security interests and global stability. Congress must act decisively to push for a just peace that respects Ukraine's sovereignty, ensures the withdrawal of Russian forces from all Ukrainian territory, and upholds the principles of international law. I implore you to use your position to advocate for continued military and economic support for Ukraine, stronger sanctions against Russia, and diplomatic efforts that prioritize Ukraine's interests and democratic aspirations. The United States cannot abandon its allies in their time of need. Our nation's credibility, the stability of Europe, and the future of the international order are at stake. I urge you to take a firm stand against this proposed framework and work tirelessly to support a peace plan that truly serves the interests of Ukraine and global democracy.
