Investigate September 2nd Venezuelan Boat Attack and Halt Unauthorized Military Force

February 8

I am writing to demand a full congressional investigation into the September 2nd military strike on a Venezuelan vessel in the Caribbean Sea that killed 11 people. This attack raises serious legal and constitutional questions that require immediate oversight. The Trump administration claimed the vessel carried Tren de Aragua drug traffickers but has provided no evidence to support this assertion. Pentagon officials have struggled to identify any legal basis for the attack, and some Defense officials have labeled it an attack on civilians. Congress has not authorized military force against Venezuela or Tren de Aragua, yet Secretary of State Marco Rubio defended the strike by stating "what will stop them is when you blow them up," and Defense Secretary Pete Hegseth has signaled his intention to continue such attacks. This represents a dangerous escalation of unauthorized military force. As Senator Rand Paul noted, this amounts to "killing someone without a trial." Beyond the immediate human tragedy of 11 deaths, this action sets a precedent for extrajudicial killings without congressional authorization or due process. It also exposes the United States to potential retaliation and accusations of war crimes under international law. I urge you to take the following actions: First, demand a full investigation into the legal authority used to justify this attack. Second, call for the resignation of Pete Hegseth and Marco Rubio for their roles in authorizing and defending this strike. Third, support impeachment proceedings against President Trump for ordering military action without congressional authorization. The Constitution grants Congress the power to authorize military force. This attack circumvented that authority and violated fundamental principles of due process and rule of law. I expect you to exercise your oversight responsibilities and prevent further unauthorized military escalation with Venezuela.
