Investigations must be handled by an independent body. - Gag order during investigations Administration officials must not comment publicly on incidents until investigations are complete. - Explicit constitutional compliance Funding conditioned on written, enforceable compliance with Constitutional protections (4th, 5th, 6th, 8th Amendments). - Explicit ban on torture and abuse Clear statutory prohibition of torture, cruel, inhuman, or degrading treatment—applies to everyone, citizen or not. - Mandatory de-escalation training Required, recurring de-escalation training with certification and failure penalties. - Disable body-camera tampering Body cameras cannot be muted, turned off, or obscured during public interactions. Footage must be audited (this can be automated easily and can occur constantly to check for any outsiders). All cameras must have footage stored every day. - End financial incentives Eliminate hiring bonuses, bounties, and arrest-based incentives. Recover funds where possible. - Structural reform / abolition pathway Either abolish ICE or mandate a defined transition to a strictly civil immigration agency with reduced powers.
