I urge you to support legislation that places meaningful constitutional limits on automated surveillance systems such as Flock Safety. The Fourth Amendment exists to protect Americans from broad, suspicionless government surveillance. Systems that record and store the movements of millions of law-abiding citizens raise serious constitutional concerns. Freedom should never require citizens to surrender their privacy. These concerns are not hypothetical. In Georgia, law enforcement officers have been charged after allegedly misusing Flock license plate data for personal purposes, demonstrating that powerful surveillance tools can be abused even when policies are in place. Transparency is the enemy of tyranny. Flock Safety is a private company whose primary legal responsibility is to its shareholders, not to the American people. Decisions involving the collection and storage of Americans’ location data should be subject to public oversight, not left solely to corporate policies. Technology can help solve crimes, but it must never come at the expense of our constitutional liberties. I urge you to enact strong safeguards, limit data retention, require transparency and independent oversight, and ensure meaningful accountability for misuse.
