I am writing to demand that you take immediate action to stop the administration’s illegal military campaign against alleged "narco boats" and investigate the September 2nd strike. The recent briefing regarding the September 2nd incident revealed horrifying details. Rep. Jim Himes described seeing video of "two individuals in clear distress... killed by the United States." Even Admiral Bradley admitted these men were shipwrecked survivors clinging to wreckage for 41 minutes before being targeted again. They were not communicating with enemy vessels; they were simply struggling to survive. Killing individuals who are "hors de combat" is a war crime. Furthermore, this operation is unconstitutional. The administration has ignored the War Powers Resolution, continuing hostilities past the 60-day deadline without congressional approval. Legal experts confirm that civilians engaged in illicit trade are not "combatants" subject to military execution. As Senator Rand Paul stated, we cannot allow the administration to "summarily execute people that are suspected of a crime." With over 87 people killed in 20+ strikes and officials like Pete Hegseth celebrating these deaths on social media, Congress must assert its authority. I strongly urge you to join Senator Jack Reed in demanding the release of the unedited September 2nd footage to the public. You must enforce the War Powers Resolution to halt these illegal strikes and open a formal investigation into these potential war crimes immediately.
