REQUIRE INDEPENDENT RETRAINING, OVERSIGHT, AND RECERT. OF ICE FIELD OPERATIONS

We support lawful immigration enforcement. We do not support unconstitutional conduct, preventable violence, or agencies permitted to police themselves without meaningful external accountability. ICE field operations have been linked to repeated lethal force incidents, civil rights violations, and failures in training and oversight. Continuing operations without correction places the public and ICE personnel at unacceptable risk. We ask: 1. Establish an Independent ICE Training and Oversight Board with authority to review, approve, and continuously improve ICE training and operational standards. The board must include highly respected retired law enforcement leaders, constitutional and civil rights experts, DOJ approved trainers, domestic operations trained federal or military instructors, and licensed mental health professionals. ICE may participate but must not self certify. Disputes must be resolved through a formal voting process. 2. Require a full independent review of existing ICE training and policies, followed by mandatory implementation of revised standards approved by the board. 3. Require mandatory recall, retraining, and independent recertification of ICE agents engaged in field enforcement prior to resuming high risk activities. Training must include civil rights law, lawful entry and arrest standards, use of force and less lethal weapons, protest engagement, de escalation, team based tactical coordination, immigration law authority (ILA), and high stress scenario based exercises designed to test restraint under provocation. 4. Suspend funding for all high risk activities until retraining and certification are complete. High risk activities include home entries without judicial warrants, interior enforcement actions, protest or crowd response, use of chemical agents or impact weapons, and planned apprehensions in residential or public assembly settings. 5. Require mandatory mental health check ins conducted by independent licensed professionals following defined use of force incidents, as determined by the board, serious complaints, or assault confrontations, with automatic triggers and external compliance tracking. 6. Require visible agent identifiers during standard field operations sufficient to enable public complaints, legal review, body camera correlation, and independent accountability, without requiring disclosure of personal names. 7. Establish ongoing oversight through random ride alongs, independent body worn camera review, post incident audits, and a formal incident review and policy revision process modeled on safety systems used in healthcare and aviation. This petition does not call for abolition. It calls for lawful, professional enforcement grounded in constitutional compliance. Authority and funding must be conditioned on meeting these standards.
