H.R. 9495 should not be passed due to concerns over infringement on free speech, enabling discrimination against certain groups, authoritarian overreach through vague definitions, exploitation of post-9/11 history of abusive investigations disproportionately impacting Muslims, charities, and civil society, undermining due process and First Amendment protections, and the potential for suppression of dissent by political opponents and egregious civil liberties violations.
