Remove Big Bill provision restricting contempt, unrelated to budget

In your rewrite of the Big Bill you must remove the following provision to support constitutional order under your oath to the constitution: “No court of the United States may use appropriated funds to enforce a contempt citation for failure to comply with an injunction or temporary restraining order if no security was given when the injunction or order was issued….” This provision takes constitutional powers from the courts that our founding fathers delegated to them. Without the ability to enforce their orders you courts cannot perform their duties to our country.
