Terminate Plymouth County’s ICE contract immediately — it is the only county jail still holding immigrants for deportation. Every transfer, flight, and detention enabled by this contract is a human rights violation. Ending it eliminates ICE detention in the entire state.
Pass S.997 (Dignity Not Deportation) to ban 287(g) and IGSA agreements. No local or state agency should cooperate with ICE, hold civil detainees, or assist in deportations. Codify strong sanctuary protections: bar honor of ICE detainers, stop data-sharing, and guarantee access to public services regardless of immigration status.
Divest state pensions and ban contracts with profiteers: GEO Group, CoreCivic, and any companies involved in detention, transport, or commissary services. Transparency is non-negotiable — publish all contracts, revenue, and ICE interactions.
Enforce accountability and oversight: Attorney General inspections, public reports on conditions, and consequences for violations — including medical neglect, solitary confinement, language barriers, and retaliation. Hold local officials responsible for cooperation with ICE through public exposure, legal complaints, and electoral pressure if necessary.
Use budget leverage: tie state funding to ending ICE contracts, banning cooperation, and prohibiting contracts with private detention corporations. Make the financial and moral cost of supporting ICE operations visible to the public and decision-makers.
Mobilize mayors, legislators, advocacy groups, and community leaders to demand contract termination, sanctuary enforcement, and pension divestment. Make it impossible for Plymouth County or any other state actor to enable ICE operations.
These steps will cut off corporate profiteering, protect residents from deportation, hold law enforcement accountable, and position Massachusetts as a national leader defending immigrant rights. There is no reason to delay: human lives are at stake, and action is within reach.
